Take a look at the third picture in this post. Isn't that the same girl?
Yutaka has green eyes and pink hair. Chiyo-clone has red-brown hair and... um... what color eyes ARE those, anyway? Not green, at any rate.
So I can definitively state that no, that is NOT the same girl.
